Description of Work Unit

The International Risk Manager reports equally to the Office of International Programs ? Education Abroad and the Office of Risk Management and Insurance at Colorado State University. The position will sit within the Office of International Programs in Laurel Hall, but it will have regular contact with both units to provide a neutral perspective on risk management and guideline implementation. The Education Abroad unit is part of the Office of International Programs, which reports to the Provost. The Office of Risk Management and Insurance is part of the Department of Policy, Risk and Environmental Programs (PREP), which reports to the Vice President of University Operations.

The Education Abroad Unit facilitates education abroad experiences in study, research, internship, service learning and other academic experiences for more than 1,600 Colorado State University students annually. We offer over 400 recommended program options through our open portfolio of exchanges, faculty and staff-led groups, academic partnerships and affiliated program providers.

Position Summary

The International Risk Manager will monitor world events; evaluate international risks and risk mitigation; act in emergency response for student and faculty travel; develop policies and guidelines for international travel; track and report international incidents; maintain international relationships for better risk management; evaluate appropriateness of international insurance policies; act in a risk oversight position for all international student travel; and chair the International Travel Oversight Committee. The position represents the Chief Risk Officer on University committees that involve international risk management and takes the lead in the annual insurance renewals of the University?s international insurance policies. The International Risk Manager is responsible for overseeing departmentally initiated international activities; working with faculty on the development and implementation of approximately 10-20 department-managed group programs serving approximately 100-200 students going to higher risk destinations, plus the oversight of approximately 300 additional students traveling on departmental programs to lower risk destinations. To serve these functions, this position will also be advising and assisting student registration and orientations; conducting outreach and training to professional staff; collaborating on education abroad curriculum integration initiatives; and developing relationships with faculty, departments and administrative support units.

This is a full-time administrative professional position reporting to the Associate Director of Education Abroad and the University Chief Risk Officer.

Required Job Qualifications
? Bachelor?s degree
? Four years of professional progressively responsible work experience in the field of international education or risk management
? Demonstrated experience and engagement with international education
? Minimum of one year of experience with risk mitigation planning and crisis response
? Evidence of strong organizational skills
? Experience leading orientation programs, trainings or workshops
? Strong written, verbal and interpersonal communication skills with the ability to interact with a wide range of people at all levels of an organization, including culturally diverse communities
? The successful candidate must be legally authorized to work in the United States by the proposed start date. International Programs cannot sponsor a visa for this position.

Essential Duties

Job Duty Category: Risk Management

Duty/Responsibility
? Serve as the primary campus advisor for student risk management on departmentally-managed travel.
? Work with faculty and staff members to evaluate international risks and determine risk management plans, including programming and support for Todos Santos and Semester at Sea.
? Perform risk assessments and risk audits. May perform site visits, meet with faculty, in-country partners, and conduct in-country program assessments at the request of either supervisor.
? Assist approximately 400 students annually in completion of the travel registration process.
? Review, update, and implement a comprehensive risk management plan and emergency response for all international travel.
? Review and update guidance and coordinate policy review related to international health and safety; identify and define higher-risk travel; liaise with other CSU units to identify resources and foster collaborative support.
? Work with colleges and divisions to update and develop University policy as it relates to international risk management.
? Review, revise and maintain guidelines for risk management and emergency response procedures for students, group leaders and employee travel.
? Lead and coordinate meetings of the International Travel Oversight Committee (ITOC) to review higher-risk travel proposals and petitions; communicate risk management practices to the Public Safety Team (PST) as needed.
? Represent the Chief Risk Officer on international/ global University task forces or committees.
? Take the lead in coordinating, reviewing and collecting information needed for CSU?s annual international insurance renewals. Provide recommendations to the Chief Risk Officer so that coverage can be bound.
? Monitor informational sources, including the U.S. State Department, Pulse International, CSU insurers, security consultants, professional associations, representatives of other universities and foreign governments.
? Organize and revise training materials for pre-departure orientation meetings with student groups, and expand available content for videos and online delivery.
? Update contracts and negotiate new/existing agreements with student insurance providers.
? Coordinate with health insurance companies, the CSU Health Network, CSU affiliates and with CSU student travelers to verify that coverage meets or exceeds the University standard.
? In collaboration with Conflict Resolution and Student Conduct Services, identify students at risk for behavioral concerns abroad. Counsel students and/or contract behavioral expectations with students.
? In collaboration with Student Affairs staff, support health and safety abroad and advise and keep students, families and other stakeholders informed.
? Manage critical incident database reporting, Clery compliance and other incident reporting functions.

Job Duty Category: Manage and Advise All Higher-Risk Travel

Duty/Responsibility
? Risk management planning: meet individually with faculty and staff exploring or intending to offer approximately 10-20 departmental/college-managed student programs abroad. Group programming includes programs which are promoted, planned and/or paid for through a CSU department. This includes for-credit or not-for-credit study, research, internships, service learning, field projects, presentations, workshops, competitions and/or performances.
? Act as team leader for staff on processes related to departmentally-managed individual and group programs going to higher risk destinations.
? Advise group leaders on completion of program specific logistical reviews, with a focus on risk management; address risk mitigation and emergency planning before, during and after travel abroad.
? Provide advice to faculty and researchers planning travel to higher-risk destinations or engaging in higher-risk activities (international research risk).
? Ensure that individual student travelers, primarily graduate students, complete mandatory pre-travel requirements.
? Develop and maintain the web-based information and database materials on the travel registration process and information as it relates to international risk management.
? Coordinate regional and/or program specific orientation sessions for outbound students in collaboration with campus partners, in a variety of mediums and platforms.
? Organize and conduct international site visits with faculty/staff members to current or potential partner institutions and organizations, and perform risk assessments as assigned by Education Abroad or the Chief Risk Officer.

Job Duty Category: Campus Outreach and Education

Duty/Responsibility
? Educate faculty and staff through 2-4 annual professional development opportunities related to risk management and health and safety planning.
? Develop and implement a comprehensive annual plan for Education Abroad outreach to certain CSU offices and employees ? Risk Management and Insurance, CSU Health Network, Conflict Resolution and Student Conduct Services, Student Case Management, General Counsel, Export Control and the Career Center.
? Develop relationships and networks with the Office of the Vice President for Research for research safety initiatives, and Environmental Health Services (EHS) for occupational health exposures as it relates to employee and faculty international travel.
? Serve as primary point of contact with CSU Education Abroad for the above CSU offices, including responding to requests for presentations, materials, etc.
? Stay involved with education abroad and risk management best practices through meetings, workshops and conference attendance at local, regional and national professional organizations, such as URMIA, Pulse International, OSAC, NAFSA, and Forum.
